Fendi officially states: the entire house uses Italian sizing, with the exception of men's shoes. Sizing is categorized rather than model-specific: pumps, ballet flats, loafers, and boots run small (take half a size up), sneakers run large (take half a size down). Be careful with conversion charts from some major American department stores, which may be off by half a size for this brand.
The cm column is the flat foot length, from heel to the longest toe: it is indicative, at ± 3 mm depending on the brand. Fendi also publishes a "France" column shifted by +1 (a carved 37 becomes 38): this is a historical scale, please refer to the engraved number.
